That new screenshot reveals that the Apple is planning to deploy the rating system. In the rating system, everytime you uninstall an application, you’ll be asked to rate that application or you can also click on No Thanks
So far, the only way to rate an application is to write a review at iPhone App Store. Now, here is another way coming!
